The Landscape Institute was pleased to give oral evidence in Parliament this week (14 July), contributing to an inquiry, ‘How can we build 1.5 million quality homes in this Parliament?’ launched by the All-Party Parliamentary Group for Excellence in the Built Environment (APPGEBE).
Speaking on behalf of the LI was Ian Phillips CMLI MRTPI, Chair of the Policy & Public Affairs Committee. As part of his address to the commission, which includes parliamentarians and industry experts, Ian called for:
- A duty on planning authorities to ensure, whenever appropriate, that in granting planning permission for any development, adequate provision is made for landscape design, implementation and relevant ongoing management arrangements. This duty would usefully be reinforced through local plan policies that require applications to demonstrate how they contribute to, maintain or enhance the landscape and / or green infrastructure.
- The government to enable all planning authorities to ensure that they make use of landscape (and building) design expertise in both policy and decision making.

The reconstituted APPGEBE is now chaired by Mike Reader, Labour MP for Northampton South, who has been appointed to government to be a business champion for the construction sector. He is a former director of Mace with over 20 years’ experience working within the construction sector. The Secretariat for the APPGBE continues to be supported by the Construction Industry Council, which issued the call for evidence for the new inquiry.
The inquiry is gathering insights, strategies, and innovative solutions from industry experts, stakeholders, and the public in how we can ensure that building more homes does not result in poor quality of design, construction and placemaking.
